Blue has ca. 100% more wins as red.
Of course you can say: you can play as blue and red aswell so it is fair.
But sometimes matches as red can be boring, especially when you have made 1-2 fails, it is VERY hard to win that match.

So suggestions how to help red and euqalize match a bit to make it more exciting:

both players are not allowed to takeout or even touch balls at their first 1-2 balls. (so in whole: 2-4 balls).

What to do when player makes a foul?
at first foul: game restart. only 2-4 balls were played so a restart wouldn't be too much annoying.
at 2nd foul: game continues. player who made the foul gets minus points.
a) in amount of the damage he did to the other player.
e.g.: blue took out 2nd red ball that was in red. -> -100 pts for blue.
e.g.: blue pushed 2nd red ball from white into blue -> -25 pts for blue.

These damage points only equalise the lost points of the player. but especially for red it might not be enough, because he loses the benefit of the new rule: he can't place 2 of his balls (maybe place 1 and guard it with 2nd ball) when blue neglects rule and touches one of his balls.
e.g.:
1st red in 100
1st blue in 100
2nd red in 50
2nd blue takeouts 2nd red and stays in 50.
-> points on pitch: 100-150. -> - damage points (50) = 100-100.
so now the 3rd ball of red is coming and it is only draw. so like in beginning of match plus blue has 2 balls in pitch, might have guarded the other. so no real benefit, there has to be bigger punishment.

b) - 50% of the pts that the player got with his ball that took out/touched other ball.
in example above: 50% of 50 -> 25.
100-150 on pitch. -> - damage points (50) - punish points(25) -> 100-75 is actual result then.
red's turn now and he has a little benefit now because blue made a foul.
